I agree that this is proper and expected behavior to let your opponent off the hook for this type of clock use errors (not hitting the clock after doubling is VERY common, and I always tell my opponent to hit the clock if he forgets). The point of using clocks is not to create new ways to punish your opponent for a mis-step, but to make sure matches are completed in a timely manner.
