This might be totally wrong, but 'wagering' seems to me to connote that I am betting on a game or contest that I am not involved in. I can wager on the Super Bowl, but I'm gambling when I'm playing blackjack.

But this is splitting hairs.

I have always feel that chouette/money play is 'gambling', but tournament play is not. If the authorities wanted to 'bust' our club and we were only running a tournament and all games were part of the tournament, I think they wouldn't have much of a case. But if there were chouettes in action, they probably would.
