It's both a race and a holding game. Either player may run out of holding time first. Thus I like the in-between play 8/2, not optimal for racing but good for building the board, filling a gap, saving a small amount of time to play in the outfield. My second choice by a tiny amount is 13/9 13/11, unblocking 1's, staying flexible, letting distribution improve later. Like I said, I think the differences between reasonable plays are pretty small.
