Actually 70/15 = 4 and 2/3 pips.

I'm slow of brain today, but I think it's 4 pips. The player who wins the opening roll has an equal chance of getting to play a 2, 3, 4, 5 or 6. 20/5 = 4.

And yes, it delays the luck factor (especially since the second player has access to doubles). I didn't say I'm in favor of it--just thought it would be a simpler and more elegant solution to tempering the effects of the opening roll than what was suggested.
