Paul Hoffman's book King's Gambit has an interesting section about mind-enhancing drugs. He tried some drug that would dramatically enhance his ability to concentrate for a short time. He was convinced that it would, in the short term, improve his ability to play chess. He did not, however, start using the drug regularly because of its devastating long-term effects.

The issue has come up before when some people were trying to get chess to be an Olympic sport. The question of drug testing came up and many chess players were in an uproar because they felt that drugs were not a problem in chess and that it was silly to have to undergo drug testing. I'm not sure if the general sentiment has changed since then (I last heard about this a long time ago).
