If n is even then a winning strategy for the 2nd player is to rotate 180 degrees around the central point of the grid. If the 2nd player ever completes a row or column then by symmetry the play before also had completed a row or column.
There are many ways to disguise this strategy since there are many positions that can be considered equivalent. For example the very first move is all the same. There are really only two second moves as it either plays in the same row/column or does not.
A term for "row or column" would be useful.
