If it is true that you can swap any line with another (and/or flip and/or rotate) freely without altering paradigm, and I don't see why it wouldn't be true, then I agree that the four combinations you listed ((1) a1 a2 b1 b2, (2) a1 a2 b1 b3, (3) a1 a2 b1 c3, and (4) a1 a2 b3 c3, are the only ones possible for four placed Xs in a grid of n = 3.

Assuming player B just played, B wins (2) or (4), but loses (1) or (3), which suggests that B blundered with his last move in (1) or (3).
