Could it have gotten that far? B would be blocking at first opportunity and would be filling in the lines with least amount of X's (and then looking at which row or column is least in that line to break a tie) otherwise. In your example there are two rows with four X's which the strategy would have blocked when it was two rows with 4 and 3.
