Thanks (better late than never, I think), Daniel and Keene, for your comments and especially Daniel's quick and thorough compilation of facts. In the article, Simborg quoted Jake Jacobs as saying that 130 points difference is the critical threshold for the take/pass decision. That's in line with Daniel's analysis, and if it were my call, I'd say that the take was probably correct. Simborg's estimated 300 points difference sounded like way too much to me (as it did to Daniel and Keene). His assumption was Neil 2200 vs. Carter 1900, server not specified.
