Looking at the verbiage in the bill, wages are defined as:

H.R.4411 The term `bets or wagers'-- (A) means the staking or risking by any person of something of value upon the outcome of a contest of others, a sporting event, or a game predominantly subject to chance, upon an agreement or understanding that the person or another person will receive something of value in the event of a certain outcome;

The key is the "game predominantly subject to chance." Wasn't there an Oregon state legal decision that backgammon tournaments were not a gambling venues? Given this wouldn't backgammon sites be able to offer events to U.S. players?
