I think it is a shame to exclude someone in a situation where there is no other action to be had. I will agree that the general gambler's ethic is that the first person to get the pigeon into a game acquires dibs, much like calling shotgun. However, I regret the lack of chouette action at tournaments compared to the good old days (which weren't so long ago) and I think people should try to bear in mind that it's not much fun for anyone to sit around with no one to play with.
