With the old rule, the fast roller could also see the roll and snatch back any bad roll as premature, while hoping to get away with the good roll - an upside but no downside. With the new rule, there is a downside but no upside. And with no possible penalty for fast rolling on the old rule, there was little motivation for players with bad habits to change.

What if we had speed limits but no police? Fast rolling, fast driving - some people are just impatient. Some people have the good sense to know and obey the rules, but others do not. The police officer still can use his judgment to give a warning and cut you a break. But for some people, it is the possibility of a penalty that has real teeth that keeps them under control.

I like the fast rolling penalty as it gives a player the means to deal with the habitual offender directly, without needing to get the director involved, while still being able to cut slack in the case of an accident or inexperience.

I want to point out that just like two players can agree to play "legal moves" - where they make a gentleman's agreement to always require correction of an illegal play (as is their option under the rules), two players can also agree to play "always(never) reroll" - making a gentleman's agreement that in the case of a fast roll, they will always(never) require a reroll (as is also their option under the rules).
