I believe your analysis is based upon us with possessing an empty acepoint and two checkers on the 2-point, allowing the diversifying 2/1 play next turn. But here we don't have that spare checker on the 2-point so playing 2/1 effectively transfers our failing aces to failing deuces the following roll.
If we have every HB point covered, or an open acepoint plus at least 2 checkers on the deucepoint (remainder of points covered) then it looks like (9,10) is best. But when those two conditions aren't met, I think (7,12) is very slightly better than (8,11).
