Difficult technical checkerplay

This is tricky. Naturally the first thing to do is to count shots, not forgetting that the opponent will probably hit loose with a 4 if unable to hit the outfield blot (but won't hit with 55 if we run 23/16). However, this doesn't seem to yield a clearcut answer. Given that, I'd play 23/16 since 5/4 decreases our inner-board flexibility.
It's tempting to think that shuffling spares in our inner board "does nothing" but I've learned that conserving such "free" moves is more important than I used to think.
