Since no one has mentioned this small point in favor of 17/16 yet, I will: a lot of Black's wins must come from not being hit immediately (and quite a few don't, since White should play many fives from his 24 point), and quickly springing the back checker. In which case the swing must be huge if Black's next number is 6-3 and Black can still play 5/2.

OTB, though, I'd play 17/16 because (a) the blot is just as vulnerable on the 18 and 17 points (b) closer to safe-at-home should be better (c) if White misses we may get more chances to hit his outfield blot from the 17 point (d) 6 checkers on the 2 point is ugly and (e) all else being equal I'd rather not play 3/2 or 5/4 now so I'll still be able to play numbers from the 3 and 5 points later.
