It has been rolling out 2 rollouts at a time...

You mean you're running two instances? That works great with 0.14 and is my standard setup. It's 0.16 that can use both (or 3 or 4) processors simultaneously on one rollout, but sometimes goes into weirdo mode (or used to -- like I said, maybe they've fixed the problem by now).
