The "ineffective 1+7 formation" is with a made ace point, here you don't have that and it's true putting one checker there, 8/7, brings a cover, but you make the bar in case the checker on the ace is hit and you can't continue your attack you keep a solid four prime. You don't have much wood up front especially if the blot on the ace is hit. He enters on the ace by hitting after you make the bar his position is still shitey, he enters on the ace and you have no bar and a blot on the 8 his position is much much gooder.
