Can Blue hold a decent back game if he makes the second anchor? Possible, but unlikely, since he's about 20-30 pips short of the timing he needs. Seeing as he doesn't even have the second anchor yet, I'd play 23/20. The rest of the move isn't terribly disconcerting, 16/7 I guess I prefer slightly to 16/10 6/3.
