24pt and 23pt not counted in "More points"

To my knowledge this is a new [old is 11e] way to nactate second roll. Please correct me if I am wrong.

You are correct, though I had not yet made the change official. (For private use, I implemented the change about three months ago.) Perhaps you are going on a couple of hints I dropped in recent posts (or to updates I made to your cube action document?).

Anyway, this seems to be as good a time as any to make the change official/definite. Henceforward:

The 24pt and 23pt are not counted as points as far as the "More Points" convention is concerned.

The reason this change is an improvement is that owning the 24pt or 23pt in the early game is almost invariably worse than having the back checkers split.

Two pairs of examples appear below. In the first pair, splitting the back checkers trumps owning the (pointless) 23pt; by default, the 6pt convention is the determinant (the 22pt is closer to the 6pt). By contrast, in the second pair, owning the 22pt trumps splitting the back checkers.

P.S. For making the 23pt from the roof in some position (e.g., Bar/23 24/23), you can still use @ (or P): it is inherent in the underlying definition.
