Another reason the side events are not rated is because these events are not restricted to Open players and often include players from all divisions.

That's not a good reason not to rate side events. In fact that's a good reason to rate them! Rating "mixed events" would tend to mitigate the biggest problem with the USBGF rating list, which is that the ranking does not correspond to ability, and that's because (with all players starting at 1500) there's been very little mixing between the pools of open, intermediate, and novice players.
