I believe it is overwhelmingly likely that your opponent was just trying to be nice to you when he reset your clock when you cocked your dice. I find it very unlikely that he was deliberately trying to distract you.
Personally, I prefer that it is mandatory to reroll when a die (or dice) is cocked or on top of a checker. I also prefer that the delay is NOT reset.
Why do I prefer it this way? Because I am very conservative and I don't like changing a rule which has worked perfectly worldwide in so many years.
I prefer no resetting of the delay because then it is easier to take advantage of an opponent who hasn't managed his time properly. This also adds a bit of extra excitement for the kibitzers. Finally, if I want some extra thinking time, I can just toss the dice so hard that they fly out of bounds, reset and repeat until I have done the thinking I wanted to do. I know this is a bit extreme but it is within the resetting rules which are deployed most areas of Eu.
