The fee you are talking about is for BMAB tournaments. These matches are always transcribed. GM streaming rule Dmitriy is talking about is for matches outside of BMAB tournaments.

The fee for BMAB tournaments is split between BMAB and the director who runs the tournament, with BMAB getting the smaller share. I cannot speak to how BMAB uses that money. For the director, it goes to cover time, equipment, and other expenses.
