Assuming the first player can roll doubles, the best answer I can find is 56 pips.

This would be attained as follows: White starts by rolling 33 and moves 13/7 8/5 6/3, gaining 12 pips. Blue rolls 22 and hits all three white blots, gaining 8 pips himself and setting white back 22 + 20 + 18 pips in the process. White's pipcount has now increased by 48 overall, while blue's has decreased by 8, for a difference of 56.
