Perhaps some of the resident directors may comment; however, I would appreciate the comments of all.

With the recent discussions, some veiled, of cheating players and/or threatening players, does any player have the right to request (demand?) a monitor in any tournament match. I know there are at least two participants shown on the Monte Carlo drawsheet, that by reputation and observation, I would not trust in the least.

Any player can make an illegal move and claim he/she was correct -- at worst, if it goes to a ruling resulting in a dice-roll (which might well be the case in a 'he said, she said' case) the cheating party must correct the illegal play; at best, the cheating party gains an advantage.
