ruling regarding touching checkers

So I cube. My opponent is struggling to get a pipcount and touches the checkers (both mine and his own) to assist him. Is that allowed? The checkers were actually moved a bit while remaining on the same point. And if it is in fact illegal if I protest and call the director the clock is supposed to be stopped? Well that would be kind of shitty.

In another incident a person in a doubles match when pondering a take actually said to her partner if they get a 5 it will then look like this and then started to move the 5 but stopped immediately when I said (and her partner also) said not to do that.
