A 200 Elo rating difference is probably sufficient for it to be double/pass on the first move.
When there is a clear skill disparity, a handicap is required. Either odds on the score, or an imbalance in starting material. Either method would render the cube as more meaningful.
Another way to create more action, both in chess and in backgammon is to encourage doubling early and often by changing the way that scoring is done with the cube to raise the takepoint. If the game ends with the loser holding the cube, it is worth some multiple of the cube value greater than 1 and less than 2, while scoring normally otherwise (pass, centered cube, or if the winner is holding the cube).
