Touch Move rule, wording Leo's first edit

Here, I wrote, "It is considered impolite... to touch the board surface or wave hands over it unnecessarily..." (meaning to do either unnecessarily). Leo's edit inadvertently altered my exact meaning.

One purpose of including that phrase is to prevent a player not only from moving checkers back and forth but also from fingering points on the board as an aid to visualize various candidate moves at the other player's expense. I feel that a player should have the right to properly analyze strategical and tactical elements of the position/situation -- to have a stable, unobstructed and undistracting view of the board even on the opponent's time, just as players do in chess and other board games.
