Even if you have a strict touch move rule, in order to police your opponent's illegal moves, you will still have to retain knowledge of the starting position.

If you adopt the type of rule I suggest- let's summarize it as "offset and reset"- you will still only have to retain knowledge of the starting position, if your opponent is properly returning the checkers to the starting position prior to the consideration of the extra move.

If we consider two ends of a spectrum, and equate one end with the minimal policing that a strict touch move rule would require, and equate the other end with the amount of extreme vigilance that would be required to reign in the absurd situation in the YouTube video from Monte Carlo 2007 that I linked to earlier, I believe that the level of policing required with an "offset and reset" rule to be much closer to the minimal end of the spectrum.
