Touch Move rule, wording Leo's 2nd edit

I hope to have preserved the spirit of Nack's proposed text. I have included the input of other folk too. Here it goes.

Rule (Touching):

1. Before rolling the dice, if a player touches the cube, he must offer it, if centered or if he has cube possession. If a player touches the cube after it is offered, he accepts and takes possession of it.

2. After rolling the dice, a player must move or hit any checker he touches if it can be done so legally.

3. Only one checker at a time may be moved, unless the player is playing a double, in which case all checkers moved simultaneously must be moved from the same point.

4. If more than one checker is touched or released, the player must, if legal, move or hit the first checker touched and then must move or hit the second checker.

5. If a player releases a checker, that portion of the move if legal, is completed.

6. Before rolling the dice, a player may adjust checkers, the cube, the dice or the board by clearly stating his intention to do so, for example by saying "I adjust" or "adjusting".

7. If a player touches a checker incidentally while performing another action such as moving another checker or removing a foreign object, that checker need not be moved or hit. During a move, after signaling his intention to do so, a player may adjust any checker, the dice or cube incidentally moved

8. A player may use only one hand to move the checkers, handle the cube or roll the dice.

9. A player may not touch the board surface as an aid to visualize candidate moves, for example, by fingering points.

10. A player may not wave hands over the board.

11. A player may not touch checkers, the cube or the board during the opponent's turn.

12. A player may not engage in unsolicited banter or other distractions.

13. The tournament director has absolute discretion to penalize any violations of this Rule. The penalty may include, but is not limited to: verbal warning, deducting points, forfeiting match.
