My unserstanding is that the Jacoby rule is designed to force an overwhelming favorite to turn the cube instead of playing for a gammmon (as he would absent Jacoby). The result is that the underdog would drop--ending a game, which could wind up not being a gammon, so a waste of everyone's time.
Thus, I see Jacoby as taking away that strategic decision point merely for the sake of cutting off a game so you can move on quickly to another game. I think the decision to go for the gammon or double out the opponent is complex and interesting, so I welcome the opportunity to make it as much as possible. Jacoby takes away some of those opportunities.
So, I am fairly sure about my assertion, but welcome the opportunity to be shown to be wrong.
