I think this all comes down to this: resignations have to be AGREED upon. If player A says 'wait a minute...' there still isn't any agreement.

Utterances about a resignation are not as binding as picking up your dice or hitting the clock. You can misspeak or be mistaken and still go back to what you really want to/meant to do.
