1. Keith count gives 70 for Blue and 67 for White which indicates RD/T. White's awkward distribution might count against her, but the Keith count for Blue was obtained by adding 1/7 of 62 to 62, and 1/7 of 62 is almost 9 rather than 8, so I'll still go with RD/T.
2. Switching points to hit seems highly antipositional, giving up the 6pt and our four-point prime for tempo, but it should be considered since White has so many blots and quite a lot of good rolls if left to her own devices. The main alternative I see is 13/10(3), making five points out of six and challenging White to roll a 6 to escape her straggler. Lately I've been finding that I've been underestimating the power of a prime so I'll go with bar/22 13/10(3) here. White's offensive position is not that strong with only the 2pt made and a blot on her 1pt so the tempo doesn't seem so critical.
3. I'd consider doubling here even if White were anchored so I think it must be a double here. Blue may face some awkwardness coming home because White's strong board inhibits him from hitting loose, but my guess is that this is not enough. Even if White were anchored, Blue would probably have over 70% winning chances, and here Blue should win a decent share of gammons. D/P for me.
