13/9 24/22 would be my play too for Tim's reasons. Many of White's numbers will attack his 21 point. We can take some of the sting out of many of those sequences by advancing the back checker to the 22 point, giving us many ways to make the 21 point, or 22 point, or 16 point, or hit a blot in opponent's home board, or escape both back checkers.

How often will one of those sequences happen? By my first draftish count from Gnubg's 2-ply Temperature Map (scroll down, or stop reading if you don't want to see):

after 13/9 24/22 about 39% of the time. After 13/9 6/4 about 31% of the time.
