Why doesn't N denote 11/7* 8/4 6/2(2)? It hits, keeps the most points, and for the last 4, puts a checker closest to the 6pt (the 4pt is closer to the 6pt than the 9pt is).

Are you assuming that N couldn't possibly denote such a bad play?
No assumption is being made about quality of play. The Nactations of my previous post are purely mechanical (strict/proper usage).
Half of an N play is to or within the outer board ("down"); the other half is entirely within the inner board ("inside"). In the case of doublets, which has four move portions, this means two "downs" and two "insides."
8/4 is neither a down nor an inside. It is a "jump." An N play cannot include any portion that jumps over the bar (such as 8/4), from outer board to inner board.
In the same way that 33N = 13/10(2), 44N = 13/9(2) 6/2(2) as a simple opening reply. As Stick and David correctly identified, because a hit is possible in the 21S-62S-44 position (diagrammed above), "N" becomes 11/7* 13/9 6/2(2), and "n" is relegated to 13/9(2) 6/2(2). Note the familial similarity the two plays have to each other.
