In need of some math EXPERTISE

My new formula: the Bearoff Metric Scale (BMS) is almost fully operational but I've hit a brick wall in the final phase. The BMS is an EPC equivalent that estimates the wastage. The final adjustment is entered into the Metric Formula. Here's my problem:
Key terms: L = Leader, T = Trailer, W = Wastage, PC = Pipcount, BMS = Bearoff Metric Scale
Case 1: PC 31-35, LW 8.8-7.9 TW, BMS 39.8-42.9, L = 3.1 pips. OBJECTIVE: achieve L = 4.6 pips. To get you started, this is what I have found:
When BMS> 20%LW & 20%LW> wastage diff, then this: 8.8-0.9 * 20% rounding down, 1.5+3.1 = 4.6 pips
Case 2: PC 27-35, LW 12.5-7.9 TW, BMS 39.5-42.9, L = 3.4 pips. OBJECTIVE: achieve L = 4 pips. This is what I have found:
When the wastage diff> BMS & 20%LW then this: 12.5-7.9 + 3.4/2 = 4 pips.
Case 3: PC 26-35, LW 10.3-7.9 TW, BMS 36.3-42.9, L = 6.6 pips. OBJECTIVE: achieve L = 6.2 pips. This is what I have found:
When the diff in BMS> wastage diff & wastage diff> 20%LW, then this: 10.3-7.9, 2.4-20%LW, 2.4-2, 0.4, 6.6-0.4 = 6.2
Ultimately, I'm looking for a shortcut that achieves the desired pip adjustment regardless of the position.
Some insight would be most appreciated. I'm obviously missing something!
