Apart from all the nitpicking possible about what "at random" means, I'd say that here it would mean that I am 25% likely to answer any one of the 4 supplied answers, in which case the answer is clearly 0%.

What if you ask:

If you choose an answer to this question at random, what is the chance you will be correct?

a) 25% b) 50% c) 75% d) 50%%
