Where is the cube physically located?

This is a key component of this multiple ruling:

1) Did White Double?

2) Did Black Take or Pass?

3) Was White's roll valid?

It sounds like the cube is still centered (or possibly even still on White's side of the board, if that's where it was located before the incident began)?

If that's the case, 1) [with reference to "capricious handling of cube rule"] and 3) are easy to answer: Yes and Yes IMO, White's roll was not merely a premature one, since the cube was improperly located. (If it were simply a premature roll then under different circumstances, such as a 2-1 roll by White, Black could take the flipside and say he accepts the premature roll.)

Therefore 2) is the only thing left to decide. Given that A) Black has made a claim that he was passing, B) Black never moved the cube to his side of the table, C) Black can't be taking a shot since the 6-6 roll has been or will be invalidated, independent of the take/pass decision: Pass

Note that White has initiated the impropriety by not moving the cube to the proper placed defined by the rules. White further swam in the muck by not waiting for Black to take possession of the cube. Black should have gotten a verification of White's intention by announcing "I'm stopping the clock" and then politely asking White if she was doubling, etc.
