As Mike states textually and demonstrates in the table, the O family covers plays that move half the checkers "down" (to or within the outer board) and the other half "jump" from outer to inner board; a 1:1 ratio (non-doublets) or a 2:2 ratio (doublets). The underlined O family covers the same plays but with a 3:1 or 1:3 ratio.
As for specifics, Tommy's correction is right. Mike understands that in the hit/most/6 rule, the most points convention overrides the 6pt convention, so I'm guessing he just misvisualized that the 8pt would still be made in the resulting position of the second play listed below.
O = 13/8 8/3(2) 7/2
o = 13/8 8/3(3)Once again, the better play earns the capital letter.
