Actually, I'm pretty sure that with the rules as they are, Danny and Bill (1) as Phil does, see Black as most at fault, and (2) are guided by something like Phil's "Whenever there is a question as to how a ruling should be made, the ruling should tend to go against the player who initiated or caused the question, problem, or ambiguity" guideline that Phil would like to see spelled out in a well-written rules set.

I believe the problem, as they see it, is: while Black claims that he dropped, White claims that she reasonably construed Black's statement and action to mean that Black had taken. Their ruling, then, is that (1) White's interpretation was not unreasonable and (2) Black is responsible for causing White's not unreasonable interpretation, since Black shouldn't be saying "take it" meaning "I drop" when the governing rules are:

To reject a double, the opponent says “Pass,” then stops both clocks, records the score, and resets the board. To accept the cube, the opponent says “Take” and places the cube on his side of the board, then hits the clock.

and

To double or redouble, a player moves the cube toward his opponent with the higher value face up while saying "double" or words to that effect. To take, the opponent says "take" or words to that effect while placing the cube on his side of the board in plain view with the new value face up. To reject the double, the opponent says "pass" or words to that effect, records the score and resets the board. The cube should not be handled capriciously; verbal or physical acts may be interpreted as cube actions.

Others, like myself, however, would willingly concede that a reasonable White might think that Black had taken, and still not agree that the conflict requires resolution in White's favor just because or, compellingly, Black's statement was sufficiently ambiguous that it could reasonably be interpreted as White interpreted it.

I'm not sure, either, that we all would agree on which ruler is most "draconian" or best following the rule as written (note the unbolded parts of the rules above), and I'm very sure that whoever is being the most "draconian" would not concede that the other is the most "pragmatic."
