The dice falling out of your hand is an accident; premature rolling is not. There is no comparison.
If premature rolls don't officially stand then there are people who will take advantage of this, claiming that they rolled early if they don't like their roll. They are happy to otherwise take advantage of their opponents leniency in turning a blind eye when their early roll is good, but would certainly disallow their opponents early roll if it were good.
For this reason I personally prefer that premature rolls stand as compared to the rule that they don't, but the more prevalent rule that the opponent decides is best IMO. For one thing, he may not have been taking any notice of whether his opponent shook the dice properly and sufficiently - or even rolled them at all - as he could have been deep in thought.
