It is like anything else in games and in society. Make the penalty severe enough for a violation and/or crime, strictly enforce it, and people will observe it. Make the penalty a joke and/or rarely enforce it, and people won't care -- they'll go on doing what they were doing.

I think the penalty for fast-grabbing and such should hurt -- as Jason recommends with the time penalty, which could, in end game situations, cost the abuser a match. Strictly enforce it. Then it will stop.
