I think the penalty for fast-grabbing and such should hurt -- as Jason recommends with the time penalty, which could, in end game situations, cost the abuser a match. Strictly enforce it. Then it will stop.

Furthermore, the rule is set so that the first time you lose 30 seconds doesn't cost you the match. That's a warning on top of the warning.
