30 second penalty for fast grabbing

Why not penalize premature grabbing the same way? Then you have a real penalty, even for someone with plenty of time. It's not draconian, at least not any more than the penalty for premature rolling. And it avoids the need to play games with the clock.

There's so much here I either don't understand or don't agree with I don't know where to start.
