43Z-63H-21, Nactation

Thanks, Nack, for the Nactations of 43Z-63H-21. Just when I thought I had it, this lawyerly language triggered doubt:
In short (for non-doublets): S refers to the larger or only number moved by the back checker, Z to the smaller number moved by the back checker.
Is this meant to imply that there are times when S does not mean Split-and-Down? Ditto regarding Z? I thought there was always a down component with S and Z. The "only number" part has me confused. Perhaps it refers to a circumstance in which only part of a roll can be played. But in that case, U or R should be fine.
On the subject slotting – just to be clear – the Hit/Most/Six rule is not used. Slotting rules alone decide the issue.
