Chouette/Fast Rolling

Over the weekend, played in my v low stakes chouette( $1.00/point). One of the players fast rolled a 6-5 hitting us to win. I said Jeff you fast rolled and, the next time I am going to enforce the rule.Later on, he fast rolled a killer 3-3 with me in the box. My dice were down as I was mulling my thoughts between a point in home board, or bringing in 1 outfield checker. His teamate got pissed at me and quit after that game, and Jeff commented that this was supposed to be a " friendly game". I remarked that I had let it slide before ,and was now calling him on it. Additionally, I mentioned that by following the rules, it will likely stay friendly. I was probably wrong to let the first mishap go unpunished. Looking for thoughts, feedback, etc. re this situation. Thanks, Seth
