Like Daniel, I would be startled at a director who would allow a legally completed move to be taken back. The reason the rules don't say this explicitly is that it is taken for granted by everybody.

Suppose that halfway through the game, one of the player says, "I don't like the way this game is going. Can we just start over?" The other player says, "Yeah, O.K." I can't imagine any director condoning this. Do the rules explicitly prohibit this? No. It's so far out of line that nobody would bother to prohibit it explicitly.
