What is the Tino Road Position?

For those who did not know or needed a reminder, here's the starting position of the "Tino Road Position" prop:

In the book In the Game Until the End: Winning in Ace-point Endgames (1993), Bob Wachtel described the position as the "specialty of the upbeat Australian expert Tino Lechich. For many years Tino took on all comers in this position allowing them to be Black, White, or to switch back and forth. Tino usually won from both sides!"
