I don't see the need for a distance metric. After owned points, you consider the destinations of (a) the blots/spares in all quadrants except the outer board, then (b) the blots/spares in the outer board. There is no reason to compare (a) to (b).
That works for me. It gives an unambiguous method for comparing even the sorts of pathological moves I'm trying to dream up! In practice, there is seldom any need to be concerned about the proper ranking of such ugly plays. If Nactation is ever to automated, however, these oddball possiblities must be considered.
