Good question.
While there is a convenience clause that allows S to be used for only-legal-way-to-split situations, in essence S and Z are different families.
For 52S-xxx-62, 24/16 13/11 and 24/18 13/11 are in the S family (split with the larger number), whereas 24/22 13/7 and 22/20 13/7 are in the Z family (split with the smaller number).
Identify the family first, then apply the hit/most/6 rule.
