Could have been easily described as "Public Online Database of Rollouts". I find the term "cloud" to be used almost synonymous with the "Internet". Don't need the database to be in a server farm in the cloud. Could be anywhere.
Does Backgammon have rollout banks on the internet. Yes, but they do not have defined API's. They are adhoc and are generally separate from each other. Stick has his opening moves rollouts here on this site. It really isn't a true database but a collection of positions and the rollout info.
Databases of positions are not anything new. I have a system with Python and Mysql that interfaces with GNUBG, and Taper_Mike has his own system.
What we really need is a generic online rollout database that is bot agnostic, with a well defined API where people ( and bots ) can query this repository for rollouts of positions. This would mean that GNUBG / XG / BgBlitz or any 3rd party could interface to the system. Rollouts could be done in a server farm in the cloud or on your own PC.
I'd be willing to volunteer my services to work with other developers to create such a system. This idea has been discussed for years but was no movement towards it.
